Noel has extensive experience of research on many dimensions of public policy. His research has covered Irish economic development as well as housing, the environment, taxation and other areas. His most recent work on housing involved the researching and drafting of NESC Report no. 159, Private Rental in Ireland, published in February 2023. He holds a BA in economics from Trinity College, Dublin and an MA in economics from Georgetown University, Washington DC.
